Commission proposes changes to 2014-2020 budget

The European Commission has published its mid-term review of the multiannual financial framework (MFF) for 2014-2020.

The Commission has proposed leaving the upper spending limits unchanged but has also published proposals to free up an additional €6.3 billion from existing headings to spend on job creation, investment and economic growth, as well as addressing the migration crisis.

Specifically the Commission is proposing:

  • €2.4 billion for the European Fund for Strategic Investments (EFSI), the Youth Employment Initiative, Horizon 2020, COSME, Erasmus+ and the Connecting Europe Facility.
  • €2.5 billion for migration, security and external border control.
  • €1.4 billion for the European Fund for Sustainable Development.
The proposals take no account for Brexit and are calculated on the basis that the UK makes its full financial contribution until the end of 2020.

The proposals will now go before MEPs and Member States for co-decision.
